The Regulation on Local Climate Change Action Plans and Provincial Climate Change Coordination Boards has been launched

The Regulation on Local Climate Change Action Plans and Provincial Climate Change Coordination Boards, adopted under Türkiye’s Climate Law (Law No. 7552), establishes a comprehensive governance framework for integrating climate action into provincial planning. The regulation requires all 81 provinces to prepare Local Climate Change Action Plans (YİDEP) that address both climate change adaptation and greenhouse gas mitigation, in line with Türkiye’s net-zero emissions target, Nationally Determined Contribution (NDC), and other national planning instruments. Each plan must be based on local climate risk assessments, provincial greenhouse gas inventories, measurable mitigation and adaptation targets, implementation responsibilities, financing needs, and monitoring indicators. The regulation also creates Provincial Climate Change Coordination Boards, chaired by provincial governors and comprising representatives from national and local authorities, academia, the private sector, and civil society, to oversee plan preparation, implementation, monitoring, and periodic review. A standardized digital reporting system (E-YİDEP) and Climate Portal will facilitate data management, transparency, and public access. By institutionalizing climate governance at the provincial level and promoting cross-sectoral coordination, scientific decision-making, and stakeholder participation, the regulation represents a significant step toward mainstreaming climate resilience and emissions reduction across local development planning and strengthening the implementation of Türkiye’s national climate commitments.
